When a Tag is selected as an item type in Learning Paths, then any training that is associated with that Tag will fulfill this criteria.
When the step's fulfillment criteria is set to Clock Hours then all Clock Hours associated with Training for this Tag will be counted. This means that if an admin selected the step to require 5 Clock Hours and only selected the Tag for fulfillment, then the learner could fulfill the step by taking one 2 hour Course, and upload a 3 hour Additional Training record whose Label -- presuming that the Label and the Course are associated with that Tag.
For the learner taking a Learning Path, when a Tag is selected they will be presented with a page that lists all training items that are associated with a given Tag. They can then access each training item to work to fulfill that item in the step.
